Note that anyone holding a Level 1 Award has only passed the theory test – they have to pass their practical test (Level 2) before they are qualified to umpire games. At the discretion of the R&U committee, in very limited circumstances, a Level 1 award holder may umpire if they are supervised by someone holding a Level 3 or higher umpire award.
